Client Service – Capacity Development
For
the past three years Ergo has worked with clients involving
rural school buildings and residential developments to secure
the IDEM operational permits for this program.
The
Capacity Development Program is a step that occurs between
the well site survey approval and before the construction
permit application process. IDEM will not accept a construction
permit application until the capacity development has been
proven.
The
Capacity Development Program seeks to demonstrate to IDEM
that the water supply system will meet three areas of capacity.
These are the technical capacity, the financial capacity and
the managerial capacity to operate the drinking water system.
Based
on the laboratory results and other related data, the technical
capacity development could uncover the need for more design,
such as treatment needs, storage capacity, distribution equipment,
etc. This process helps finalize what IDEM will require for
the pending permit.
When
we discuss the financial capacity, we are providing IDEM with
a projected five to twenty year projected budget, which details
the costs of operation of the facility and specifically the
cost of the water program. This budget must be provided by
an independent CPA, we gather that data, as a part of our
program.
This
budgetary information is both IDEM and the owner of the new
site. IDEM confirms that the owner has the resources and a
realistic budget for the projects ongoing financial needs.
The
managerial capacity demonstrates company structure, emergency
response measures and assessment of potential interconnection
with other existing drinking water providers, as well as employee
authority and responsibility, qualifications and training.
IDEM then knows the structure of the owner organization, and
how well they will be able to meet the current IDEM regulations.
